In the context your speaking from, your stating that its illegal for Law Enforcement to issue any type of citation or charge if I read into what your saying here correctly. I'm not trying to be a skeptic, but this sounds almost too good to be true. In researching Larry's post above btw, apparently this practice of impounding is headed into a Federal Appeals court. When its going to be heard was not specified, but it is on the books to be addressed. Damn sure looks like legalized extortion if you ask me.
